Kai died AFTER the veil dropped. That does not explain anything considering the reason anyone found out about people like Kai, is because Bonnie and Damon were stuck in the same place as him before they were freed.

Meaning, Kai would have went straight to hell.

Why would he not have any powers back? When everyone came at the end of season 5 they all had their powers - Damon, Stefan, Enzo, Alaric they were all vampires

Same for The Originals.

So Kai should still be a heretic.

Again, Kai was not a part of the people who came out of the veil. All that happened before Kai even died. Kai would have went straight to hell.
