Well if it was real his intent was to build up her hopes until to drop that biiatch off a cliff.
If you remember at the restaurant when she sat down it started with a little apprehension in her face, followed by a smile like 'no, this is a good thing and it's about time', but finally we see the smile turn into a frown and a tear when she realizes he isn't going to show.
There are some theories about how far Edward had gone. Was he content with disappointing her at the restaurant or was he looking for something deeper, something that would last the rest of her life? Would ending his own life give Susan the guilt she deserved to live with? Did Edward have cancer making his decision easier to make?
Since he did send the book I would also say he responded, but in this film everything is up to question.
