Why are Kirk and Spock still on the same ship?

It always kind of bugged me why after Kirk's demotion Kirk & Spock stayed on the same ship since they're both captains now. I could understand if Spock was still a commander. I'm assuming he didn't want a command but at the same time, he is a captain. If anyone could specify, it would be appreciated.

For what it's worth, in modern American ships or bases of similiar size to Enterprise (say 500-1000 people), there often exists multiple O-6 ranks (Captains). And yet, while they may be of same rank, there's still only one commander.

In an entirely different organization, there were five Zeppelin Company captains aboard the Hindenburg when it exploded at Lakehurst NJ.

I think I read that at the Battle of Leyte Gulf Admiral Kurita's chief of staff who was also a (lower grade) admiral was also aboard the flagship.

In Voyage to the Bottom of the Sea Admiral Nelson was in command of the missions of the Seaview while Captain Crane was in command of the Seaview itself. But nobody remembered or cared to follow that precedent for any of the TOS movies.
