This depends on what you're asking: literally, which movies show her legitimate martial arts skills the best or which ones have the best fight scenes?
I haven't seen every Cynthia Rothrock movie ever made, but as far as forms go, "Yes Madam" is definitely high on the list. "The Inspector Wears Skirts" has her doing some pretty good eagle claw kung fu, and "Sworn to Justice" shows her doing a pretty nice kata. Any film in which she handles the wooden staff is good, too, so "China O'Brien" and a few others also count.
Her best fight scenes, I think, are in "Righting Wrongs", "Magic Crystal", and "City Cops"...though most of her films have at least one good one.
