I Need To Know : Does anyone know this Christmas movie? (SOLVED)

So, I remember watching this Christmas movie as a little kid on VHS, but I don't really know the name of it, just bits and pieces of it. From what I remember, there was a boy and a girl and the girl's name was Heidi. I also remember there was a wicked witch who used food as a trap and the kids go through this tunnel into a cage inside her house. I also remember the witch sang a song about being wicked. Near the end, one of the elves unlocks the door to Santa's workshop and then reveals himself to be the witch's minion. When she is about to ruin Christmas for everyone, the children convince her to be good and she switches sides and they all sing about Christmas. After the movie, there was a short about Santa that looked like it was from the 1920s or 1930s. Has anyone seen a movie like this and knows the name of it? I'm curious to see it again.
