The other employer should understand that giving notice is the right thing to do
As for the first employer, I would feel bad but it's understandable to go with the one that pays more

Can you afford to go 2-3 weeks without income and wait for the higher wage offer?

I've burned bridges by not giving notice. Employers will fire you on the spot and they don't care about how it affects you

I don't suggest not burning bridges as a courtesy to your employer; I say it because if you can't make it 2-3 weeks without income you're not exactly in a great position – meaning you never know if that job at which you turned your nose up may become a saving grace down the road.

If you can, take the second job and wait. But, at the end of the day: do what you gotta do to stay afloat.
I would personally still give notice but you also run the risk of them dropping right away.
At the end of the day, you will never put job #1 on your resume once you start job #2, so it’s not going to kill you to burn that bridge unless job #2 falls through

This is a fair point. It may not even register as a "burned bridge" if it's a job you held for 2-3 weeks.

Thank you to everyone for the advice. No I could not hold out for the 2nd job. My finances wouldn't last long enough. I will start job 1 in the morning. With any luck I will get positive news from job 2 in a few weeks.
