The awards aired live across the U.S. (8pm eastern, 5pm pacific). The Fox network probably aired a replay of the show for the 8-11pm time slot for local Fox stations on the west coast who chose to air the replay. In my TV market (Seattle), the Fox affiliate aired a locally-produced Seattle Seahawks post-game show after the Emmys instead of a replay of the Emmy Awards.
This is not unusual. NBC has done the same thing with the Golden Globes for the past few years: airing the ceremony live at 5pm Pacific, then airing a replay at 8pm Pacific for west coast NBC affiliates.

That same Fox station carried the "Niners" game, just prior to the Emmys Red Carpet coverage. Opting not to carry a post-game show for that ugliness was truly a sound programming decision.

I tuned in at 10, to see the news. I thought they were just showing a highlight from the Emmys as part of a story. But, it was the entire show being run a 2nd time.
