Soi Cowboy : Execution/Decapitatio n

This scene confused me - was the guy he killed his brother? Did he go voluntarily to his death? Did he feel he had no option? Why didn't he make a run for it earlier, like the evening before, or even the minute before? does this scene make no sense?
