I want to know didn't Rick arrest Andrea for shoplifting all that jewerly in the department store. Isn't he supposed to enforce the law?

This is what gives cops the authority to requisition vehicles, which is often seen in TV and movies. It's not often done in reality, but only because it's seldom needed. The truth is, if a cop asks you for something in pursuit of their duties, you give it up without question, else you're guilty of a misdemeanor crime.

Plus, she was dead. Her ownership ended.
