It was of those infuriating 'make up the ending yourself' endings. Well, I have made up my own ending! I'm just putting the finishing touches to it, and I'll post it up in a day or two.

You need to get out more ;-)

He should have rang the Police when the bicycle lad was abducted and apologized for getting involved. I can't imagine many people trying to give back the money.

Reminded me of the ending "The Long Good Friday"

Think that's what they were going for. The difference is the guys in the car in LGF were IRA so his fate was sealed.
In The Watchman, the joker in the hat couldn't be less intimidating.

Carl is being taken away to an unpleasant fate (punishment beating/slow, gruesome death via torture) that was implied from the moment the lead gang member said he'd have to "do the right thing", otherwise the situation would only worsen. Hence Carl's "goodbye" phone call with with Jake and Sandy. There's an irony (and glaring plot hole) that unlike nearly everything else we'd witnessed that night, whatever ensues next will not be captured on the CCTV network.
