I don't think it ever happens. His show Designated Survivor is doing pretty well and is picking up steam. It averaged 7 million views per week and word of mouth is good.
Idk how contracts work, but I can't imagine ABC letting Kiefer work on a competing network.
So for the time being, Designated Survivor is here to stay and it's a full 22 season show. So I can't imagine he will want to do a 22 episode show and then a 12 hour action packed mini series at age 51.
Best case scenario, Designated Survivor only lasts 2-3 seasons, at which point Keifer will be close to 55.
Worst case, the show goes to 7 seasons, and Kiefer is free to do 24 when he is in his late 50s, pushing 60.
Now Kevin Bacon played a similar role in that show "The following" and he was in his late 50s, so its possible.
But Kiefer was already complaining about the toll the show took on him physically as he got older.
When season 1 was filming, he was 34-35.
The guy is gonna be 51 later this year. All that running, fighting, and shooting takes it's toll.
So, I really really doubt he can even LEGALLY do a cameo for FOX while working at ABC where he is the lead.
I just do not see it happening~
