I'm watching it now on Netflix. It's not a slow burner at all.

It's kind of a slow burner, albeit a somewhat unconventional one. Something is always happening. Something is always trying to work the emotions of the viewer. Not a lot of time is spent on the mundane, as the first 3rd of the movie focuses on the investigation, the 2nd is based around the counter-attack and the 3rd is based around the last stand.
It is long though, so maybe that's why it might seem a little slow.

I wasn't sure at first as, for me, it was almost comedic during the first third of the film. But I would say it's a slow burner and it gets darker and more twisted as it goes on and is worth the watching! :)

Absolutely a slow burner. I love Korean films, but I had to take a break from this one early on. When I went back to it, I watched it through. And it gets much better.
