Because it's summer they seem to think he has to be drowned in orange to make it look like he got a tan.
Some scenes he's normal then some scenes it's.. WOAHHHH.

I was more put off by the fact that Zac was lowering his voice to seem more masculine. Funny.

Lowering his voice? That is his natural singing voice. You do realize that he didn't sing all the songs in the first movie right? That was Drew Seeley who they blened his voice with Efron's in the first one. His natural voice can be heard at the begining of 'Start of Something New,' various parts of rehearsals for 'Breaking Free' and the begining of the audition of 'Breaking Free.' His natural voice, without music, can also be heard when he is standing on Gabriella's balcony.
Since High School Musical was filmmed in mid-to-late 2005 and released in January of 2006, Efron's voice hadn't finished changing. He sang all of his own vocals in Hairspray(2007) and then again in High School Musical 2. Efron had taken it as a mark of pride as all of the principle actors in High School Musical sang their own parts, except him. He could sing, but the songs were written for a Tenor and as Efron is a Baritone his voice didn't match. Nor was his voice strong enough at that time.

I don't think he they were referring just to the singing- but more so the talking.
And yes he was orange. So was Gabriella, it was kinda dirty looking.

the fake tan was way too much.
And in terms of talking, I didn't quite pick up a sense that he intentionally lowered his voice. More like nature finished developing his vocal chords and so his voice was naturally deeper. If people don't get that, then they are nit picking for the sake of doing so.
