Not really. The game essentially relies on two things, a reckless abandon imparted through anonymity to the "watchers" and popularity to spread the application. Granted, there would initially need to be a centralized distribution point initially, until the application picked up enough inertia, but once that happened the operator side would only need to come online as new revisions were required.

This is why the revision that removed anonymity was able to be patched mid stream. The app is effectively a digital parallel to the battles of the Colosseum but the crowd is actually faceless for all but some of it.

The flaw I actually had an issue with was that the program was open source and not directly controlled by a closed group r single individual. What's more was the patching system that required only a majority vote for changes and then auto-executed without secondary admin approval. I'd imagine that someone who would execute something like this wouldn't want just anyone with minor knowledge being ale to simply access/kill it so easily. Especially since it relies almost solely on those using it for it to survive.
