The octopus didn't need a tag

The whole story was driven by Hank (the octopus) helping Dory to get her tag. But he is shown multiple times to have the perfect camouflage. Moreover, he is shown to be able to endure without water for extended periods of time.
So he could either jump to ANY fish tank and become invisible or sneak into the truck while it was being loaded. No need for a tag at all. Laziest scriptwriting ever.

Perhaps to live in the Cleveland facility, he'd have to have the tag to live among the rest of the tagged sea life incognito. Otherwise he'd have to camo up every time a human came by. With the tag, he blends in without having to camo.

Well, given that he understands English, can read it and can even drive a car, I think he's more than capable of stealing a tag from humans if he wants to )

He doesnt. he claims to be nearly blind. Dory read for him and told him what to do with the car.

He never claimed to be blind she read the signs and directed him because he was too low or hidden

If I remember right, they found Hank and took him without a tag with all the other fish that had tags. Seems they were going to take him anyway.
