The twins are boys in the book too but they are not actually mentioned until the second book. The masked ballerina's are different characters

But those twins and the ballerinas are completely different. The twins in Hollow City actually appear in the book and we know what their peculiarity is. The ballerinas are only a photograph and we never meet them.
