However, doesn't the wizard have to make sure the Muggle doesn't get Splinched?

Even Newt, who somehow managed to complete his training and be allowed a relatively important job despite being expelled.

Maybe wizards can Side-Along Apparate with Muggles to save them from catastrophic situations caused by wizards and then Obliviate them afterwards?

In The Deathly Hallows book, the Dursleys are taken to safety via side-along apparation. They drive away from their house with their guard and then apparate at the same time Harry flies away with Hagrid. So there is precedent.

Are you questioning whether the author of all 7 Harry Potter books who also wrote the screenplay for this movie knew what she was doing? Lol
