This happened to me, with my old Samsung tablet. I would get a message that my storage was full, and even after removing, or moving apps to my SD card, it was never enough, and I still couldn’t do updates. Ultimately I had to perform a factory reset. What happens is that your file system becomes corrupted, from installing and removing multiple files. On desktop computers running Windows, you can perform a disk defragmenter to clean it up. There might be an app for this on Android as well. But I’ve never looked.
Edit: I just checked, and such a utility does exist. Try entering from Google Play: Disk defragmenter for Android, and some do come up. Try this first and see what happens. Otherwise you might have to do a factory reset. Just be sure to back your files/photos before doing so.
