Garbage truck used as a distraction. SOLVED BY A GENIUS

This was a TV series that I watched streaming on Netflix or Hulu. It was less than 20 years old but more than 2 years old. (That narrows it down doesn't it?) Someone needed to create a distraction in wealthy neighborhood, possibly in New York. They knew one woman would call the police, because she called the police about EVERYTHING. They had someone drive a garbage truck in her neighborhood late at night. The police stopped the truck and the driver lied and said he had to work late and apologized.

Was something like this done on 24?

I've found it. It was from the series "Manifest". A shadowy female Government character just known as The Major had been killed accidentally. Her daughter came to the police department looking for her. She told Detective Vasquez that the last time she had heard from her, she had left the ferry and was coming home. He checked everything that occurred that night in that area and found a complaint about a garbage truck being out late. He talked to a police officer and she said the guy said his sick dog had put him behind and apologized for being out so late, so she let him go. Presumably this was how the Government smuggled her body out of the area without any police investigation - using the garbage truck.
