Is it wrong for HR to let the staff know that a guy got the job through his mom?

Let’s say she constantly speaks to him like he’s a little kid, and constantly calls him a “good boy.” In addition, she tells him “I saw your mom the other day.” Should she have kept that to herself, as the nepotism might be embarrassing to him? Did HR cross boundaries by getting personal with him, on top of the fact that she did that within ear shot of other employees?
