Not sure about the USA but here if you quit you have to wait 3 months for your unemployment fund to go into effect. If you are fired or made redundant it kicks in almost immediately.

Here, I believe you have to have been let go. You can't get it if you quit. I suppose that explains why this person supposedly got him/her self fired.
It's been a while since I had to apply for Unemployment, but I believe that you can apply immediately, but it takes a week or two before you get your first check.
Things may have changed due to the situation people are facing these days.

I think it's meant to be an incentive for people to keep their jobs and not just quit all the time.

Exactly.
there were times when there was a lack of work for a week or two, and we would be laid off. It helped until we were called back.
