"Do you believe that transdimensional attacks are hoaxes staged by the United States government?"
"I don't know. Maybe."
This interrogation scene says it all. If you have read the comic, you already know the attacks are staged. There was never a transdimensional attack to begin with. The giant squid monster that appeared in New York at the end of the Watchmen comic was created by Veidt in some insane plan to bring peace to humanity by giving them a common threat. The squid rain we see in this show must be a continuation of this plot. It ain't real either.
So what is going on? There is supplemental material located on HBO's website that gives us all of the clues we need.

At the end of the Watchmen comic, the Rorschach journal, which documented Rorschach's theories about what Veidt was planning, is seen on the desk at a newspaper publisher, ready to be opened. This is a strong hint that Veidt's plan will be exposed. What the HBO materials tell us is that that never happened. Very few people believed what the journal contained and those that did were seen as crazy. These are the Rorschach devotees we see in this show here, the ones wearing his mask.
This isn't a white supremacist movement. That is disinformation designed to discredit them. What they are doing is trying to expose Veidt. They are not the bad guys. Like Rorschach, they may commit violent acts to achieve their end goal, but that goal is the truth. They are the "good guys."
Right now the police are unaware of any of this. As far as they know they are fighting a white supremacist terrorist organization. As the series continues on, you will see the main character begin to realize there is more to this story. This will no doubt lead to a confrontation with Veidt. It may even be all part of his greater plan. The premiere episode wasn't great, but I suggest sticking with the series. This show is only going to get crazier.
