I doubt we saw the pyrotechnics they were talking about and it'll come into play later.
Although there were two explosions in this episode, neither MIB nor Ford seems like the type to request anything from anybody. And why would they? Both of them are doing their own thing secretly. Unlikely either of them would report to HQ about blowing open a jail cell or doing demolition on some rocks.

I believe its implied that those were in fact the "low yield" explosives that were requested.

I don't think only VIP guests can get the approval, just that only few guests are probably experienced enough to know about them.

Well I think even he would be denied if the explosion would put some other guest in danger.

Yeah. They're being watched at all times, they knew he was the only guest there, and one was being used for the door, the other was being used to kill the guard, so both were deemed safe.

I'd guess it's even more controlled and the cigars were remotely triggered as well. Lighting them was just for effect, the technicians are the ones who trigger them for the guest at the appropriate time.

Yes, lighting them is clearly just a signal to trigger a request.

The watchers don't know everything. When Delores decided on her own to go on the bounty hunt they noticed she was outside her normal area and asked about it. They were told Ford had disrupted story lines etc. so much, who knows. They ask if she is with a guest who might have latched onto her.

Next, a robot approaches her and takes her by the army when she won't go. He lets go when the guest says she is with him. My guess is the robot was sent to bring her back.

Supervisors are still human, they can't multitask as well as a computer. Of course they're gonna miss a thing or two from time to time.

Oh there were two explosions in that prison scene, weren't there.. The 2nd one in the sheriff's cigar blew his face off..

I think you're reading too much into the term "request". It doesn't necessarily mean MiB himself had to "ask permission" for the explosions. It could be a "request" more in a systems engineering sense, in that the persons or systems locally overseeing and delivering the "guest experience" for MiB had to get approval from their superiors to deliver the explosion his in-park actions are meant to trigger, rather than fizzle out as duds, which could be declared necessary e.g. for safety reasons.

In the same episode, we saw control center staff remotely disable the guns of two guests and allow them to be "arrested" temporarily by hosts to make events in the park flow the way control wanted.
