I bet its not his fault.
An editor can only edit what the cinematographer filmed, who is obviously bound by what the director tells him to film, who is limited on what his producer pays.
This movies budget maybe was a little too small, they couldn't choreograph action scenes for days, so they (mis)used the good old shakey cam.
Rapid editing is there because it has to mask the physical inability of the stars and the lack of interesting movement.
If an director uses this form of editing to cut whenever somebody gets hit, it means that the whole action and choreography is not good enough to show it framed fully and uninterrupted so that you can see everything.

The decision to do it that way, was already made way before Doobie started to cut things together.

I agree with this. It was a very uncomfortable experience in the theater.
