Sure it started in the 80s but it was probably most popular during the early-90s.

I consider Full House to be a 90s show because of the Olsen twins and TGIF.

The 90's, because only 3 seasons were the 80's. The last 5 were the 90's.

I think both. None of the two oldest daughters were kids anymore when the 4th season started, so it became a slightly different show by then.

I considers seasons 1, 2 and the first part of 3 to be an 80's show, with everything else being a 90's show.
