When Beverly tells Picard that she's thawed the people he reacts as though she's talking about fish fingers.

I like the episode though - some good character came out of the fridge.

No, Picard's just clueless as to what she's talking about. How about the expression on his face when he finds out that Data, without his permission, thawed people from a derelict ancient craft and now has to decide what to do with these people centuries from the past - that's more interesting, methinks!

He was quite obnoxious to that banker/investment guy when he was merely asking in what kind of a situation he was and about his investments (which he didn't know didn't exist anymore because nobody took the time to explain what had happened during the past 400 years. Picard got quite angry and annoyed with him but he could have prevented that if he had taken the time to explain.But on the other hand the three cryo-tourists came at a rather inconvenient moment where he had three more innocent people he would put into a possible dangerous and hostile situation(forgetting that he already put the lives of several hundreds of families into the same risky situation).

Didn't he get upset with the banker, AFTER the banker used the communication system and "called the Captain" to come to him?
He's lucky the Captain didn't throw him in the brig.

She deleted 33,000 e-mails AFTER congress' subpoena for them !

Among other things. By rights, the Captain should've had a nice little talk with Riker, because why was that guy unattended and able to get to a turbolift and get to the bridge? Because when you have civilians or other service personnel aboard your ship who haven't the training or the expected discipline, you have to have such people chaparoned so that they don't get into trouble, or get hurt. It's Riker's responsibility to see to the passengers, and all he has to do is assign stewards to them, teach them how to contact them, and make sure they're comfortable. Under the circumstances, if it were me having that talk, I might cut him some slack, but he'd certainly hear it from me. Then he'd go to Worf or whoever was assigned to security, and have a similar chat, and then Worf would talk to the particular officers in charge of that duty, and so on. That's how the chain of command works; s#it rolls downhill.

That's what I meant Wylde, explain it to the guy or at least have Riker explain the situation to him he'd probably be reluctant to use the intercom or start wandering across the ship without an escort.Sure like I said Picard had every reason to be angry with that guy (certainly in the precarious situation Picard finds himself) but he could have prevented it from happening in the first place if he had (or one of his junior officers)explained the whole situation to that guy and made sure those three civilians were attended to properly.

So it was Picard's inability to delegate and appoint the proper officers to those three "old Earth survivors" that caused all the frictions in the first place.It should have been Riker's task to make sure operations on board run properly and smoothly.

And having the chat like this might've helped prevent other issues from occurring. Like, for instance, when (in TNG Evolution) Wesley let a bunch of experimental and intelligent nanites loose to wreck havoc on the ship, and he didn't bother to tell anyone what had happened until they began to cause some problems. That's the kind of thing that should've caused Picard's head to erupt into flames of righteous fury as he gives the Penance Stare at William T. Riker and chews his ass completely off for it. After all, it was Riker's assigned task to educate Wesley, and Wesley failed to use the chain of command when it was prudential to do so.

You could say that maybe Wesley didn't think that was important at the time, and that he's young and all, which is valid, but as I said, Picard should've lost his mind at this kind of thing because it nearly got them all killed, nearly completely failed the mission (which would've taken another couple of centuries to set up again), and if they had managed to save the ship but fail the mission, Picard's career would've been over and done, consigned to desk-job Hell for the remainder of his career.

I can't stress enough how important the chain of command is in military or even civilian maritime activities. It's something that most civilians don't really understand. It's more than just an organizational flow chart, it's there to foster both teamwork and discipline within the unit so that the people in charge aren't blindsided when a problem comes up, like what basically happened in the episode. When I was in the Army, I kept my company commander and battalion commander apprised of all kinds of problems that may affect the success of our missions, so that they could formulate appropriate courses of action. Using it in this way reinforces it in the minds of the lower echelon officers and NCOs as a problem-solving solution.

Riker's talk with Wesley after that should've been something like:

"Wesley, do you know why I'm laying in this gurney in sick-bay? Because the captain had a fit of rage the likes of which I've never seen from anyone in my life, and he took out a phaser underneath his desk and blasted my ass away! It's gone now! Thanks to you, you little *beep* Next time you do some sort of experiment for class involving little tiny robots, or anti-matter, or warp-fields, *beep* tell us so that we're aware of the problems caused by your stupidity!"

Let Worf explain it to the guy. Kind of like when Riker did the exchange program bit with the Klingon ship. The guy with the breathing apparatus found the thing that was eating at the hull and said nothing because his culture had the rule of not reporting until you had the solution to the problem you'd found. After Worf explained Enterprise procedure to him, there seemed to be no further problems.

But Worf is in charge of security and weapons.I 'd expect that dealing with those former human popsicles would be more of a task for Riker as second in command.

Personally, I prefer 'taint' to 'the neutral zone' but the medical term is perineum.
