Yes, they did motion capture to make the characters expressions look realistic and film-like. All of the actors performed the characters movements too.

Certainly true in Sam's case - they specifically wanted Hayden Panettiere to play her.

I don't think that was entirely the goal. I think they wanted them to look younger which they do. I wish they would have used more actors that are recognizable. When I was looking at the characters played by actors I recognized it kinda blew my mind a little bit.

I've never seen a game were the characters are about 95% spot on in resembling the actual actors
You should play Beyond Two Souls, both Willem Defoe and Ellen Page are spot on!
Heavy Rain's actors are also identical to the ones who play them in real life, but they are low profile actors, so you will only appreciate the resemblance if you see the Behind the Scenes material.
Kevin Spacey starred on a video game recently as well, and Andy Serkis has his likeness reproduced very accurately in Heavenly Sword.

NO it was all completely random that every character ended up looking exactly like their respective actors.

I had no idea who starred in this beforehand and I was pleasantly surprised to see Rami Malek in it since I've just got done watching Mr. Robot, which is excellent. I'm gonna have to keep an eye on him in the future. I enjoyed his performance in this.
