Perfect storm (pun intended) - the primary discharge of the reservoir is through the hydro turbines but they had to be shut down due to the mud being churned up by the main spillway. That led to water rising and topping the emergency spillway.

I guess the drought is over.

CA is a big state and the drought is still on in South/Southwest.
SoCal is mostly a desert. It's in a perpetual state of drought. But they get most of their water from Norcal or the Colorado river anyways so it's kind of a moot point. If Norcal has water, so does Socal.

At least one water district in Orange County is on record Monday saying the state's drought emergency declaration should end.

I don't think this is a maintenance issue. The design of the dam doesn't seem to have considered this level of inflow - ran and snow melt.

Or poor operations. Maybe they should have started releasing water sooner.

Concrete doesn't last forever. That's why they're tearing down the 6th St. Bridge in LA. Built in the early 30s, it had "concrete cancer" too much alkalai that led to a reaction with the silica and resulting huge cracks. That's why they inspect concrete bridges, dams, etc.

Bridges are used all the time; spillways not so much.

The spillways at Hoover have been used twice and were damaged both times. Seems like there's not enough experience with these things to design them right.

But it's still concrete. They go in and inspect it for cracks. I can't say for sure that this sinkhole that developed would have been detected, since it's probably due to faulty compaction and or soil survey when they built the spillway, but I would bet they haven't even inspected that spillway in at least 25 years.

The infrastructure in California is crumbling. They haven't kept up with PM. Instead spending on government pensions, aid for illegals, rail boondoggles, and other pork barrel wastes we don't even hear about.
