Did Frank make a mistake becoming president how he did?

Rewatching the show, I really think Frank was an idiot for how he became president. While it may seemed smart to force Walker put and take over, Frank would always be grouped in with a corrupt white house. He was Walker's vice president, and even though Walker took the fall, Frank is guilty by association with him. And as we see it has a huge affect since Heather Dunbar comes close to ousting him as the Democratic candidate and she was in his party. Almost his whole party didn't even want him to run.

If he had just been patient, he could have helped Walker win again in 2016, and then ran himself in 2020. Which is what he wanted to do when he was going to be Secretary of State. He'd have the experience of being VP to add to his credentials, and instead of becoming president that was tied to corruption and scandal, there aren't any scandals. Or at least not of the size that happened.

Frank will win the election this season no doubt, but it would have been a lot easier if he just waited.

Also, and correct me if I'm wrong, but aren't there rules about VP's who take over in the middle of the presidency running for 2 terms? Isn't there a rule that if the VP becomes president quickly into a term, he can only run for president for one term on his own? You'd think Frank would want 8 years, not 6.
