The victims tend to get lost and overshadowed by the notoriety of the killer

That’s exactly what would happen.
Victims are rarely remembered, unfortunately. I couldn’t name a single victim of Dahmer’s. That’s not my fault, it’s human nature.
A memorial to them might be nice but it would absolutely attract Dahmer fans.

Its been almost 30yrs. Something may happen because of the series, but there would have been a legitimate reason why there wasn't.
If a memorial is built, everyone would be clamoring for one over something. They usually only happen if the person is of influential stature in govt bodies. This is the bias.

Here in America they build memorials to soldiers of war, while ignoring the victims they created, victims of terrorism (911) and for those who died while fighting for civil rights.
As far as I know, we have yet to do them for victims of crime.
Such as other serial killers and school shootings.

That is why statues of forefathers were getting vandalised and pulled down. While it was history and I didn’t agree with it, it is the notion of righteousness and supremeness attributed to those in society, that were actually diabolical and/or belligerent.
