Yes. I have Verizon and recently upgraded phones for me and my mom. They charged fees for upgrading to new phones.

My sister recently put me on her plan and got me a very basic phone. She got a better deal than she was paying before

Depending on the carrier you should receive a discount on the new phone's price as a reward for staying with that company and not switching.
Also if you want a new phone you don't have to get it through your carrier.
Back when I was a phone junkie I switched phones three times a year. I'd buy them off eBay or Amazon and activate them myself.
If you want a pricier phone this is a good way to save a lot of money by getting a pre-owned one at a big discount.
Most people don't realize you can do this.
