I guessed NZ because I had heard they are really tough on crime there, and it was one of the choices you listed. However, I did do some checking online, and I found what DrakeStraw found. The incarceration rate (# of people in prison per 100,000 people) is much, much higher in countries like El Salvador and Cuba. New Zealand - as well as the other countries in your list of choices - actually have low to moderate rates of incarceration when compared to the U.S.
