Great Bond movie

This is in ALL Bond movies, right?
The bad guy makes a speech to let Bond know what he is going to do and then it gives Bond a chance to get away and murder the main bad guy later on.
They need to stop toying with Bond, put a gun to his head and pull the trigger with no mercy.
