A tough call.
I've probably watched Sunset Boulevard more than any others.
Double Indemnity would be a second choice with The Apartment close behind.

Ace in the Hole. I believe it is Wilder at his cynical best.
Also worth searching out are films he participated in before coming to the USA.
People on Sunday (1930). Written by Wilder, directed by Robert Siodmak and Edward G Ulmer. A wonderful slice of life story of two couples romancing on a Sunday afternoon. Silent with non actors, it almost has a neo-realist feel to it. Filmed in Germany.
Mauvaise Graine (1934) A ne’er do well playboy falls in with a group of car thieves. Extremely charming film shot in Paris after Wilder fled from Berlin to France. He would soon after emigrate to the states.
