He didn't turn on the lights because any person should know ,especially him, in a case of a break in or someone trying to break in or suspected person has broken in then you don't turn on the lights. It gives away your location. He didn't know there was a Bagul until later in the movie. He didn't believe in the supernatural. It wasn't until later when Deputy So & So came over and he asked him if believed in paranormal. After that then, yeah, I would have been turning on the lights. I am not sure why he would use the flash light all the time unless his other purpose he didn't want to wake his family and alarm them.
