I hadn't seen this movie before, but for some reason the telegraph being keyed by the wind seemed familiar. Was it in another movie? Or was there one that had an electrical short circuit that caused an intermittent radio signal that sounded similar to Morse Code?

You may have seen the 2000 remake? It showed a computer that was solar powered and would "switch on" according available sunlight and send a fragmented message about whales. Otherwise, this is the movie which shows a Coke bottle caught in a window shade that taps the signal key when the wind blow the shade.

The whole scene reminds me of the Bob Newhart "Infinite number of monkeys" routine.
