I disagree. She was mourning and he felt bad enough so allowed her to venge herself. To be honest I sometimes wish more cops got slapped - the ones who parade around like they own the streets amd manhandle anyone they don't like the look of. Some cops are too gung ho in making an arrest merely because someone accidentally treads on their toe or nudges a cop in a crowd! Amity was way more laid back and Brody was seeking some sort of acceptance I guess. Arresting a grieving mother because he failed to close the beaches leading to Alex's death would have been an unpopular move.

She was understandably upset but she still retained a certain dignity in the deliverance of her slap. It's not as though she was in a rage and proceeded to attack him with a metal pipe in a frenzy! She was to be pitied. Even the Mayor felt that slap - it should have been his but nobody else was privvy to THAT conversation where he had even pursuaded the coroner to deem Chrissie's death as a result of a boating accident as opposed to the shark attack it was - all to ensure the tourists flocked in as usual to spend their summer dollars.

A far better approach would have been to use the situation to put the sleaze Mayor in his place. Brody should have told Kitner, "You see that guy wearing the tacky blazer? You should be slapping him. I tried to close the beach, but he overruled by decision."

However, Brody was too nice of a guy and too mild-mannered to take the opportunity to disgrace the man who was letting him be used as a scapegoat.
