Why Milwaukee for the setting?

That seems an unusual choice for a national tv show. Were the creators from there? Any other shows set in Milwaukee?

This was a spinoff of "Happy Days" which was also set in Milwaukee. Of course that leads to the question "Why was 'Happy Days' set in Milwaukee?" I don't have an answer for that.

They wanted a show that portrayed small city, middle America in the 1950s.

It was also the hometown of Thomas L. Miller, who was Executive Producer of both Happy Days and Laverne & Shirley.
