I questioned that as well ... I recall prior to seeing movie about it but figured it wouldn't be like that . Guessing he got himself together prior to opening shower curtain/door so that viewers would be saying "DANG".
Sadly it was a weird moment because he was just hanging out for Matt Dillon character and they really didn't showcase any romantic interest between one another.

According to the Trivia section, the showcasing of their romantic interest in a scene of Dillon and Bacon showering together was cut as being gratuitous. In other words, they thought you'd figure it out yourself and laugh at this penultimate twist.
BTW the practice of getting semi-hard [AKA a chub] for the camera is common enough among professional photographers to earn it's own term: a hanging hard.

I think that if he was going to do a full frontal, maybe he decided to have it a little erected so he wouldn't look bad? I mean, I see it's not fully erected but just a little so we dont see a small flaccid penis?

I know if it was me about to film such a scene to be seen by millions I'd want to be looking 'my best', and would probably run the lil fella through a few 'warm up drills' before the cameras rolled.
