I guess it's possible that in a small town, some places may be cash only.

It's more likely a plot device, to show how little he cares for the rules. "If it's just going to reset, I can steal it"

Like all those other good deeds would have outweighed the bad.
Then he has got some sweet, sweet cash!
And I guess that is where he got all the money for the piano lessons.

I'm assuming he didn't rob the truck on his last day since he did everything he needed to do.

Which also means that he didn't have to take the piano lesson and so the piano teacher's comments at the dance ("I'm so proud. He's my student!!") weren't really possible in the film's context.
