Three that I can think of are Brian Keith, who played Vera Miles abusive husband in the first episode "Fear In A Desert City", and Pat Hingle who played Sheriff Joe Bob Sims in "Nicest Fella You'd Ever Want To Meet", and Robert Doyle who played Bellows, the killer in "Come Watch Me Die". There's probably some other good ones, as there were so many good actors and actresses on this show, but those are some that come to mind.

Brian Keith, as the loose cannon & jealous husband in Season 1, Episode 1 deserves to be on the "best villains list" for sure! And he definetly AIN'T playing "Uncle Bill" from "Family Affair" in this episode!
(On a side note, Keith's father, actor Robert Keith, appears in another episode as the father of Richard Kimble!)

Besides the performances of Keith, Hingle, and Doyle mentioned above (and which I agree with), here are other great villains of the series: (*=fine performance; **=excellent;***=superb)
Chris Robinson as one of the young killers in "See Hollywood And Die", particularly chilling at the end.*
Gloria Grahame as the evil stepmother in "The Homecoming".**
Don Gordon as the jealous sheriff in "Tug Of War".*
Tuesday Weld as blind but evil Mattie Braydon in "Dark Corner".***
Paul Richards as the hit man who didn't want to admit he killed not just for survival, but pleasure, in "A.P.B.".***
Ben Piazza as the evil stepson in "The Old Man Picked A Lemon".*
Malachi Throne as the unscrupulous industrialist in "Conspiracy Of Silence".*
A minor role: Robert Biheller as the young hoodlum terrorizing Barbara Rush (as Gerard's blinded wife) in "Landscape With Running Figures".*
William Shatner as the disturbed cop-killer in "Stranger In The Mirror".**
Steven Hill as the ruthless political candidate in "The White Knight".*
Robert Drivas as the disturbed young killer in "The Sharp Edge Of Chivalry".**

Among others not mentioned, Claude Akins in "Never Stop Running" was particularly memorable. He kidnaps a boy who is a hemophiliac and shows no mercy at all up until the end.

Excellent choices all around. One that's underrated is Tom Skerritt as wannabe deputy Pete Edwards in Joshua's Kingdom.

One episode/villain unmentioned here: everyone against Kimble in "A Clean and Quiet Town."
Michael Strong as the mayor, the duplicitous Carol Rossen and her abusive "I oughta shove you off a bridge" husband, Eduardo Cianelli as the mysterious mob boss Victor Michek, and of course the one-armed man who buys off the police in the towneveryone is just almost too nasty to be believed in this episode.
Frankly, I'm amazed Kimble made it out of that town alive. Kind of a weak ending IMO.
BTW, this might be a spoiler, but Hingle was an equally memorable villain as the Chicago newspaper reporter Mike Decker in the first-season episode "Search in a Windy City." No loyalty at allto Kimble or to his wife.

Good points about A Clean And Quiet Town. That episode reflects the strengths and weaknesses of John Meredyth Lucas and Wilton Schiller's stay as producers following up Alan Armer.
I wouldn't portray Pat Hingle as a villain in Search In A Windy City because he was too conflicted and being pulled in too many directions to be pegged as a villain there.

A Clean And Quiet Town
A Clean And Quiet Town is probably my favorite color episode of The Fugitive. Excellent acting all-round, lots of action, sympathetic supporting players (even when they're somewhat menacing at times). Michael Strong was a good foil for Kimble, as his character seemed to actually respect and believe him. There wasn't a whole lot he could do to help him and yet somehow one could feel a measure of empathy in his otherwise "all business" character.

A good villain (sort of): Ed Nelson's guy who befriends Kimble in Flight From The Final Demon. He's basically a good guy who went wrong and whose inner demons are worse than the ones Kimble has to contend with. Tense episode, very well acted by the lead players.
