I think the reason Melissa is featured so heavily when she hosts is she comes from an improv background (actually teaching at the Groundlings for years) and she probably writes her own sketches which someone on the staff might contribute to, to tighten up. I bet she wrote it herself, hence being so well rehearsed with the props, etc. (Similar to her Lip Synch Battle with Jimmy Fallon) She probably intended for it to be the Cold Open but they wanted to utilize Alec Baldwin in another way instead so it became a sketch.

Good point, usually the only feature the white house in an opening and not twice in a show but I think they wanted to take advantage of this opportunity to have her cameo at the same time as still have Baldwin around.
her joke line of saying live from new york and then being told they did that already, I think hints at this really wanting to be the opening sketch since some of the best times for cameo is opening, monologue, or weekend update, not to be the lead of a sketch in the middle of show. she said the live from new york line so it could feel they did two openings
